GOOD NEWS: The IDC (35% shareholder) has partnered with Beijing Automotive Industry Group (BAIC) (65% shareholder) to establish BAIC Automobile SA (BAICSA), an automobile assembly facility on 55 hectares of land inside Coega IDZ (CDC) situated in the Nelson Mandela Bay Metropolitan.
Beijing Industrial Design and Researching Institute (BIDR) has been contracted for the design, engineering, procurement and construction (EPC) of the Project at cost of approximately R2bn of which about R900m will be invested in civil works and buildings. BIDR will appoint three principal contractors who in turn will appoint sub-sub-contractors to perform the work.
The project is divided into three main packages being “Civil Works”, “Plant and Equipment” and “Design and Technical Services”. Civil Works has been divided into three smaller work packages viz: (i) Paint Shop, (ii) Body shop and (iii) external site works. The South African-registered subsidiary of China State Construction Engineering Corporation has been appointed as the principal contractor to manage the execution of the Paint Shop. Principal contractors are still to be appointed for packages (ii) and (iii) who will also appoint various sub-contractors.
It is a priority for the IDC, as shareholder in BAICSA and as custodian of the interests or SAInc, to ensure local content and transformation targets are achieved. To achieve this, the EPC contract with BIDR contains the following targets, which correspond with obligations of the Tenant (BIACSA) under the land lease agreement.
The localisation targets are:
a. 85% local content for the Civil Works
b. 35% SMME participation in the Civil works
c. 75% labour from NMBM for the Civil Works
d. 30% local content for the equipment
